When the Public Utilities Commission (PUC) voted to issue Enbridge a Certificate of Need (CON) for the Line 3 "Replacement" Project on June 28, 2018, it made the permit contingent on a set of conditions the company must fulfill, including the creation of a Landowner Choice Program (LCP, see resource below) to address the need for pipeline removal.

After the company submitted documentation describing its intentions for the LCP and the other conditions it needs to meet, intervening parties responded by pointing out inadequacies and suggesting changes that are necessary in order to truly fulfill the company's responsibilities as outlined by the CON.

This document represents the PUC's final ruling on those interventions, and full descriptions of the LCP and other conditions in a form the PUC considers sufficient to fulfill the conditions of the CON. To view information specific to the LCP, see pages 5-7 and 13.
